Who Qualifies for California PFR?

Fleet Size: The DMV typically requires 50 vehicles to qualify, but through an authorized registration service, eligible fleets can enroll starting at 25 vehicles.

Do I still have to pay yearly registration fees with PFR?

Yes. You are still required to pay your annual base registration, commercial weight fees, county fees, and a nominal $1 PFR service fee per vehicle. “Permanent” only refers to the license plate sticker and registration card, meaning you no longer have to apply physical year stickers to your vehicles.

If you apply directly to the DMV, the minimum is 50 vehicles. Using an authorized service like LC Registration reduces the minimum to just 25 vehicles.​

No. The DMV explicitly excludes trailers and motorcycles from the PFR program. Commercial trailers are managed under a separate system called Permanent Trailer Identification (PTI). We can manage your PTI enrollments alongside your PFR account.

Out-of-state vehicles must first be transferred into the California DMV system before they can be added to your PFR account. We process the necessary Out-of-State transfer paperwork, calculate the use tax, and simultaneously file the REG 495 addition form to seamlessly integrate the new vehicles into your fleet.​

If a vehicle in your PFR account fails its required smog check or safety inspection, the DMV will place a registration hold on that specific vehicle. It cannot be legally operated until the repairs are made and the compliance data is transmitted to the state.
