Can You Register a Vehicle Without a California Driver’s License? Eligibility Explained

Yes. You do not need a California driver’s license to register a vehicle in California.

That surprises a lot of people, and the confusion costs them appointments and trips they didn’t need to make. The DMV asks for a DL or ID number on the registration application, it doesn’t have to be a California one, and it doesn’t have to be a driver’s license at all.

Here’s what the rule actually says, who it covers, and the one thing that genuinely does stop people.

What the DMV requires

The Application for Title or Registration (REG 343) asks for a driver’s licence or ID card number for each registered owner. Per the DMV’s own Vehicle Industry Registration Procedures Manual:

  • If you hold a California ID card rather than a licence, that number goes on the form.
  • If you have no California DL/ID, you enter your out-of-state DL or ID number and note the issuing state on the form.
  • A DL/ID number is not required at all for a business or a trust. For leased vehicles, it’s only required when the lessee is an individual.

Nowhere does the DMV list a valid California driver’s licence as a condition of registering a vehicle. Owning a car and being licensed to drive it are two separate things.

One thing to be clear about: registering the car is legal. Driving it without a valid licence is not, that’s a violation of Vehicle Code §12500, regardless of whose name is on the registration.

Who this actually applies to

New residents with an out-of-state licence. You have 20 days from establishing residency to register your vehicle in California. You do not have to hold a California licence first. Our guide on registering your vehicle in California as a new resident covers the full out-of-state transfer process.

People who hold a California ID card but don’t drive. Common for seniors who’ve given up driving but still own a car, and for people who can’t drive for medical reasons.

Parents registering a vehicle a teen drives. The registered owner and the driver don’t have to be the same person.

AB 60 licence holders. California issues driver’s licences under AB 60 (Vehicle Code §12801.9) to residents who can prove identity and California residency but can’t establish lawful presence. The licence is marked “Federal Limits Apply” and isn’t valid for federal ID purposes, but it’s fully valid for driving in California. Vehicle Code §1808.4 restricts the DMV from sharing AB 60 applicant information for immigration enforcement.

People with a suspended licence. You can still register and insure a vehicle you own.

The real obstacle: insurance

This is where people get stuck, and it isn’t the DMV’s doing.

California requires proof of insurance to register a vehicle, and the DMV will suspend your registration if it doesn’t receive it. The vehicle then can’t legally be driven or parked on public roads. Since January 1, 2025, the state minimum is 30/60/15 – $30,000 bodily injury per person, $60,000 per accident, $15,000 property damage.

Many standard carriers won’t write a policy for an unlicensed owner. The workaround insurers use is straightforward:

  • Name a licensed primary driver, usually a household member, who will actually operate the vehicle.
  • List yourself as an excluded driver, meaning you’re not covered to drive it.
  • Work with a non-standard or specialty carrier if standard ones decline. An independent broker will have access to more of these.
  • Make sure the name on the policy matches the name on the registration. Mismatches cause rejections.

Be upfront with the insurer about your situation. A policy issued on incomplete information is a policy that gets challenged when you claim. 

What about renewing registration?

Even simpler. A vehicle registration renewal doesn’t involve a licence check at all, you need your plate number, your renewal notice or VIN, current insurance on file, and the fees.

One limitation to know: the DMV’s online MyDMV system requires a current California DL or ID plus a Social Security number.
